The traditional police department paradigm has got high level of bureaucracy and this slows the reaction of police to crime. Due to the complex bureaucratic measures, immediate reaction to crime was inhibited. This model is also characterized by strict supervision of the police officers. This involves tight control of the officers on duty hence high rigidity in crime response. Based on the traditional paradigm, the officers have limited discretion on their actions. This behavior may be changed through restructuring the police force department and instituting new reforms. This may involve removal of the complex bureaucratic standards in the police departments.
