The law enforcement officials at all government levels should collaborate with all partners across jurisdictional and geographic boundaries by sharing information that will help to boost the homeland security (Cordner & Scarborough, 2010). The cooperation of the law enforcement at the local, federal, state, territorial and tribunal levels serves as the fulcrum around which US defense against both internal and external security threats revolves. Gathering intelligence cannot be left entirely on one level of security enforcement. The concept of state law enforcement and local law enforcement fusion aims at establishing a framework for a consistent, coordinated and comprehensive approach to the outreach, gathering and sharing the homeland security intelligence. According to Blum (2010) in order to prevent, prepare for and make a quick response to the domestic emergencies, especially the acts of terrorism, there is a need to streamline the intelligence gathering and investigative divisions at both local and national levels.

Given the diverse nature of threats faced by the USA in the current time, it’s important that all the law enforcement entities work together (Werther, 2010). As stipulated in the Executive order number 12333…………………..
