After the explosion of the first atomic bomb in the desert of New Mexico that occurred in July 1945, it is important to note that just like J. Robert Oppenheimer noted “I am become death, the shatterer of worlds”( Stannard, 1993, pp. ix). "Just twenty-one days after the first atomic test in the desert, the Japanese industrial town of Hiroshima was leveled by nuclear blast; never before had so many people-at least 130,000, probably more-died from a single explosion"(ibid, pp. ix-x). A new world order had been set because the Americans had a weapon than nobody else in the world could get. These standards set what could prove to be a competition of technology among the involved countries. Countries had realized that it was impossible to win a war if one was not adequately armed and as a result, governments had invested heavily in warfare.
