You are the policy analyst for Senator W.P. Sooie of Arkansas. Senator Sooie is anticipating a Congressional debate on immigration policy, especially the impact of illegal immigration. The Senator does not have a lot of time to read, so she wants your briefing to be concise and to the point (but well written).
