The Task
The task is a report with two parts:

• Carry out an analysis and evaluation of the environment in which housing organisations aim to deliver support services to enable independent living. This will involve consideration of the following:
• The legislative framework for the provision of support services
• The funding of support services
• The Monitoring of the quality of support services (LO 3)
• Current policy about care and support, in particular, the Care Act 2014
• Policy about personalisation
• Cuts to the funding of programmes such as Supporting People and to services such as adult social care
• The rise of multi-agency working in both commissioning services, such as Care Commissioning Groups and Health and Wellbeing Boards, and in service delivery, and the role that housing support providers have to play in them (LO 1)

• Write an evaluation of an actual advice and/or advocacy service. This evaluation will open with a discussion of how advice and advocacy can support independent living (refer to the Principles of Independent Living, for example). Then think about how advice and advocacy fits into the broader range of housing with support services and the different ways that the services can be delivered. Your evaluation of an actual service should be methodical and based on a series of questions that you sought to answer about the service and reflect upon what you found, relating your findings to wider good practice. 

The emphasis of the evaluation should be to demonstrate your understanding of service development and implementation, with an overriding concern to discover how service users can be and areinvolved in these processes, and what impact their involvement has on services and on the users themselves. This will require you to do some wider reading about user involvement.

The overall length of your assignment should be 3000 words (+/- 10% tolerance), divided evenly between both parts.
