For the analysis, you will need a complete copy of the unit’s Annual Budget for either Fiscal Year 2012-2013 or 2013-2014, whichever is the most current budget available. You will also need the Financial Audits for the two previous fiscal years. After you have studied the documents, you may need to interview the Finance Officer in order to get any information on which you are unclear or for specific answers to questions relating to the prior three-year period; you are not required to interview anyone from your chosen entity, but it might be helpful to you. Your paper should be an analysis of your chosen entity’s budget, including revenue and expenditure patterns over a three-year period. As appropriate, include graphs in your paper to support your viewpoint. A superior paper will contain visual information that helps the reader to understand the trends involved. In addition to assessing the financial strength of the unit, the paper should contain sufficient information to answer the following questions:



1. Comparing the current budget to the preceding three, what changes have occurred in the sources and amounts of revenues received by the entity? Are the sources of revenue sufficiently diversified?



2. How large is the fund balance (savings) held by the entity and how has this varied over the past five years?

8. What proportion of the budget is devoted to personnel costs and how do the costs for salaries and benefits compare to the prior years? Are the increases because of adding personnel or other personnel-related costs? 



9. Assess the strengths and weaknesses of the entity’s budget as a planning document. Can you tell what the entity is trying to do and what problems confront it in accomplishing its goals? What factors are causing significant changes in the operations of the entity? How could the budget document be made more understandable to the public?



Papers should be typed, double-spaced, with 1-inch margins and 12-point font, and use appropriate and consistent citations where necessary.
